Here's the editorial work I've taken care of. I believe that it covers
all of Part 2 action items, except for LC79+LC102.

As I was implementing this, I asked myself the following question in
order to set reviewers expectations: until when can we make this
change? I believe that it's fine to do it until we go to CR.

As we want to make sure that people are well aware of our intentions
so that things don't change without notice, I added the following in
the status section in addition to the editorial note:

  The Working Group would like to add a defaulting rule for one-way
  message exchange patterns in the SOAP 1.2 binding defined in section
  5.11.3 Default Binding Rules (see editorial note) before it
  publishes a Candidate Recommendation of this document if a SOAP 1.2
  MEP becomes available. Feedback is welcome on this topic.
