apparent bug on the operation name mapping requirement text

The core spec currently says that an extension element can be included in
the interface component for indicating how the operation name mapping
requirement is satisfied. This would not appropriately support the case in
which a transport level artifact is in fact used to satisfy the requirement
since it would mix binding details at the abstract level. People seem to
agree this is a bug which I am now dutifully reporting.
