The I18N WG reports that they have made significant progress in refining
their scenarios and requirements.  The intention is to use these
documents as input in a new charter allowing the group to develop WSDL
extensions and SOAP headers to communicate and negotiate
internationalization options.  They've asked us to review the documents,
and to watch for and consider participating in the upcoming effort.
