Per our charter there is no deliverable for a MIME binding besides that
necessary to support MTOM.  Neither does part three include such a
binding.  I recommend we close the following mime binding issues as
obsolete:

#58 [1]: Permit "message" attribute in mime:content binding? 
#59 [2]: MIME Binding permits 0 parts in multipart/related
