Issue 211: Omitting interface messages in bindings

Proposal: Add the following text to the end of section 2.12.1 of part 1:

Note that there is no requirement that Binding Message References be 
present; in other words, the absence of a Binding Message Reference 
component corresponding to a Message Reference Component in the 
relevant Interface Operation is equivalent to the presence of a Binding 
Message Reference component with corresponding {message label} and 
{direction} properties.
