Re: "operation name" .. an alternate proposal

I have a bit of an issue with this. Setting @wsoap:action is not legal 
on all message.

For example, in the case of a mere in-out interaction, @wsoap:action is 
legal only on the "in" message, not on the "out". At least in SOAP 1.2 
terms (SOAP initial receivers do not support the action parameter). 
Although I guess it could still be set but ignored by SOAP initial 
receivers.
