I think those are fine for the tunneled use of Web services, but none
address the needs of systems which want to reuse the application
semantics of any underlying application protocol.

So I'd suggest adding a fourth option, which is really orthogonal
to the others as it supports a different by complementary use;

0. Use the operation name(s) provided by the underlying application
protocol as the effective operation.
