During the last teleconference, the WG agreed to remove the derivations
/ inheritance issue from DR033 and DR034 and combine the two
requirements into a single one that clarified the requirement to
abstract from transport and wire format specifics. Below is proposed
wording for that requirement. Comments welcome.

DR109 [MUST] The language must describe interfaces separate from their
concrete protocol, transport, data format or wire format deployment.
