Web Service Description: Charter Requirements

Jeffrey and I were asked to extract requirements from WSDL 1.1.
Jeffrey has already posted a list of requirements[1] taken from
the WSDL 1.1 spec[2]. I have done a similar exercise for the Web
Service Description charter[3]; the result is attached below. I
believe this discharges Jeff and I of our action item.

PS. I have reused the template for the requirements document[4]
of the XML Protocol WG[5]. I will post the original XML file, DTD
and stylesheet separately, in case the WG thinks this is useful.
