proposed reworking of service model

This is an interim diagram suggesting a slight reworking of the service 
model.

Of particular note is the (re)introduction of an owner, together with a 
slightly more analysed relationship between owners, services, agents, 
obligations etc.




This reworking reflects an analysis of the management of Web services.
