Updated management model

I've attached an updated management model that relates a provider of a
service and the obligation that the provider is accepting by providing a
manageable service. I've also removed the security related portions of the
model. We can review this today.

BTW - the diagram isn't pretty. Once we have agreement we can create a more
appropriate mind map.
