Would it be possible to focus the issue more than is in the letter, a
good bit of which does indeed refer to the requirements?  In particular,
I personally would focus on the comments involving "context", which I
think are quite legitimate and valuable questions.

      In order finalize the resolution of issue #23 on the WSA issues
list, we need to create a new issue that contains the content of the
original issues #23, but is targeted at the Architecture document,
rather than the requirements. It is probably sufficient to simply copy
the original issue into the new one. This is in accordance with the
group's decision in the phone calls for Feb. 6 & 13th.
      I'd like the editors of the issues document to make these changes
and make issue #23 as resolved. The email response to Dr. Meurisse has
already been sent. Thanks!
