Seeking closure on D-AR019.1.1 and D-AR019.1.3

At the WSAWG 7/11/02 meeting [2], AC019 [1] was partially approved. The
following draft requirements from AC019 were not approved: 

D-AR019.1.1 Web Services Architecture will enable discovery of a relocated
Web Service.

D-AR019.1.3 Web Services Architecture will incorporate support for reliable
messaging.

These ARs either have to be reworded and approved or removed. Now is a good
time to comment on any issues you have with these ARs and suggest rewording.
