Is anybody else having problem downloading the requirements document.  It
starts loading and them stops while still in the "Status" section.

     I've uploaded a very rough first draft of a requirements document for
the group to discuss:

This document is an editors draft and has no official status. It contains
primarily the initial list of goals from the mailing list, with some
additions and changes as per last week's teleconference and further
discussions online. 

Please read this document and make comments. There is of course a great deal
yet to be done but I believe that this document provides us with a basis on
which we may continue our discussions. Please send all comments to the list.

P.S. I am aware of some basic typographical errors and mistakes in the draft
and will correct them as soon as possible.
