references, drafts, staging

Given our consensus on a format, I've put together a standard
references section to cut/paste from.

I believe we agreed to have drafts ready to go in the staging area by
Friday.   (Please leave the yellow warning box in, and use the staging
URIs and fake dates.  Everything else can look like a real Rec.)
