Proposed changes to RDF semantics document

I would value any comments from the OWL Semantics editors (or anyone else) 
on these changes being proposed by Pat in response to Herman.

(I have not yet reviewed them myself - will do so, if you are interested 
look at RDF Core archieve in approx 24hr)
