test grouped by minLevel

So I've grouped the tests by "minimum level" of the test.  That is, if
it's Lite+whatever, it's in the Lite group.  If it's DL+whatever it's
in the DL group.  If it's not Lite or DL, it's in the Full group.  I
think this does what folks are asking for.   It gives us 40 groups,
instead of our previous 16, but maybe that's okay.

This should be the kind of table where DL reasoners can aim for 100%:
