Test editors draft - update planned

Just a FYI

Sandro, offlist, has asked me to produce an editors draft with all the hoped
for changes incorporated. I will do that this evening - target time 20.00
GMT. This would show the exact bits intended for PR (modulo pub rules).

So those of you who want to be clearer what the vote(s) mean this may be
helpful.

In particular the changes section will be up to date.
