Dear Dan I believe that http://www.w3.org/2002/03owlt/editors-draft/draft/proposed-misc-200-xmlliteral#miscellaneous-204 and http://www.w3.org/2002/03owlt/editors-draft/draft/proposed-misc-200-xmlliteral#miscellaneous-205 meet the needs for the action you have outstanding vis-a-vis I18N-WG review They show that the behaviour of an OWL Consistency Checker when faced with embedded XHTML is implementation dependent, in a fashion that MUST be documented (see the conformance section).
