Status of Closed comments (6/22)

Spend some time using Dan's LC-status stuff to check where we are 
w/closed comments and to track what kind of responses we've made (and 
to track any that caused us to postpone an issue) - it can be seen at:
   http://www.cs.umd.edu/~hendler/2003/Closed6-22.htm
although we're working on an RDF version and to flow it to the web.
