XSD anchor

There is no very close anchor in the current editors draft of RDF Semantics, 
however #dtype_interp is close, and has the advantage of also occuring in the 
current published working draft.

i.e.

(and scroll down about a page to find a purple box)

to get to text which has been rewritten

I have requested a more precise anchor.
