Answering Ken Laskey (incl. proposal w/respect to AllDisjoint)

Based on the conversation on this group, and our desire to move 
forward, I believe the following is the best way to address Ken's 
email:

1 - Jeff has sent a long message to the group addressing all but 2 of 
Ken's statements, I will take the ball from here (letting Jeff off 
hook) and reply about those two
2 - Ken asked for us to show better where we had addressed our reqs 
and objectives in our language/documents.  I think that is a valid 
claim, and think we will want to do this to exit CR anyway - I 
therefore will suggest to him that we will attempt to develop this 
during our CR period
3 - On AllDisjoint, although I still think it would be good to 
consider, I think Ian's workaround is livable for now - I will 
suggest to Ken that as we have a workaround and as we have addressed 
the issue before (with pointer to Dan's email) we don't see adding 
this at this point.

Thus, I think we can address this with no decision of the WG needed - 
officially:

1 - I approve Jeff's email, but will forward it myself including the 
missing parts
2 - I propose to say to Ken the WG will "try" to produce this 
appendix but not commit, I believe as chair I'm allowed to assert 
such as long as I'm careful not to overcommit or to represent as a WG 
decision
3 - I officially am deciding NOT to reopen the allDisjoint issue

I will draft a proposed reply to Ken soon

I would ask Mike Smith if he would add a pointer to Ian's email [1] 
to the references for issue 5.21
