In the semantics document 


SameAs is equivalent to SameIndividualAs and only implies SameClassAs.  
But the reference states that 
  When applied to a class, the owl:sameAs element has the same semantics as
the owl:sameClassAs element. 
This looks like one of those spots where the distinction between OWL DL and
OWL Full may need to be mentioned.
