I have updated the test document to reflect the owl:foobar decision. I decided that putting the SHOULD emit warning clause on the defn of an OWL Syntax Checker would suffice for that bit of the resolution (this avoids presenting an OWL processing model, while legitimatizing the obvious behaviour).
