also please note, if any document, including AS&S, has something 
different than what is in [1], then it should be changed -- the 
content of [1] was approved by the WG (modulo a change by Mike Dean 
as stated in [2]) on the Dec 19 telecon as recorded in [3]

This issue has not been reopened and I see no record of a change, so
