Reference - updated version

There is a new editor's draft of Reference, including:

- revised privacy text resulting from LC discussion
- added the daml:item workaround example to App D
- some bug fixes (Jeremy's email)
- some editorial changes (typo's, grammar)

For the CR version I expect only changes w.r.t links to RDF and 
CR-specific status stuff.
