My understanding of the DOCTYPE suggests that owl is fine.  
Could revert to rdf:RDF.

I have reviewed a copy that Mike sent me very recently (26 Oct): it is fine,
and I support publication.

(Note my review was limited and focussed around the correctness of the
RDF/XML, and took only five or ten minutes).

I was impressed at the clarity with which Mike explained things that he has
only just learnt (like the use of entities in XML).

?? I don't know about the PUBLIC ID there, looks dubious assuming we haven't
registered it. The atatched file you sent me just omitted it - probably
safer.

Is that URN statment correct? Yes

Dublin Core namespace is

  xmlns:dc="&dcns;"

in which this namespace is declared - Peter's worries are unfounded).

ask www-rdf-comments and embarrass me - I don't think RDF Core has an answer
yet.
In the editors draft of rdf concepts we say:
