I believe that the convention is that during development we show the title
with the proposed version number at rec (i.e. 1.0).

e.g.
http://www.w3.org/TR/2000/03/WD-SVG-20000303/
Scalable Vector Graphics (SVG) 1.0 Specification

is a pre-last call WD, which for programmers perhaps should have been
version 0.8 or something.
