on where to put XML presentation syntax (5.17)

The agenda asks "to which document?" should
we append the XML presentation syntax.

I suggest making it a document of its own;
a W3C NOTE. i.e. not a REC-track document;
it has lower expectations about how we treat
review comments, for example; I'd expect
the authors of the NOTE to have final say,
rather than making WG decisions.
