TEST: first deliverables

I think we should try and get an issue on the agenda for this week's (or
next) telecon to agree our first deliverable(s) to the rest of the group


I propose that it should be:
- a document that specifies one or more test formats that we believe will be
helpful for:
   + specifying test cases for OWL
   + clarifying discussion within WOW-G

- this document could include a less formal syntax sutiable for e-mail
discussion as well as a formal syntax suitable for the final test cases.
(cf. RDF Core Test Cases where the N-triple files and the manifest file form
of entailment are typically used in e-mail threads).


I would be happy to pull together such a document with support from others
...
