REQDOC: HTML structure is broken

Minor nit: the HTML structure of the requirements document is a bit 
broken. The table of contents opens with a UL tag, but closes with an 
/OL (hence does not close). But then there is an extra /UL shortly 
before section 2.4.

I recommend using something like Tidy (http://tidy.sourceforge.net/) 
to check the HTML.
