Another reason to oppose the tests is that they are not valid in any of the
projected model theories, because of problems with how the URIs are formed.
(At least it appears so, from what I can gather about XML base in the new
RDF/XML syntax.)

This brings up another point for tests.  What version of RDF is going to be
used in the tests?
