JW4: error code for partial results

I suppose the issue here is the precious nature of 3 digit
error codes -- they aren't making any more of them.
If people think that "partial results" is sufficiently general
(and I suspect it probably is), it would be fine with me to add it
to the 3 digit error codes. Would getting a new error code delay 
approval of the DASL spec?
