state of the draft

Saveen sent me a copy of draft 12 in Word, and I edited it and sent it back
to him just now.  I made the following changes, and I leave it to him to
decide which if any to accept.

* I added text on signalling and requesting limits to the search size.
This is basically the same text I sent earlier today.  I know that we've
not yet reached agreement on the protocol for this, but it seemed better to
me to have something in writing, no matter how drafty, than nothing at all

* I removed the extension element, since we had already agreed on the list
to do it.  I think Saveen must have just forgotten.

I fixed some minor typos, too.

There are still many pieces of the draft that are either controversial
(where clause), very sketchy (contains, query schema discovery), incomplete
(sortby) or just plain missing (hit highlighting, paged results).  I had
hoped to write a better section on query schema discovery but did not get
to it.

I hope the slightly revised version of draft 12 I sent to Saveen will prove
at least slightly useful.
