Can DASL define new tags in the DAV namespace

I recall from the IETF BOF some controversy about whether DASL could add
new tags to the DAV namespace or not.  We need to resolve this.

Who makes this decision?  Is there some policy about ownership of XML
namespaces?

If DASL can't add new tags, we need a new namespace for any DASL -specific
tags.
