Yes, Surendra Reddy and I are working on a Internet-Draft for the Event
Notification Protocol, although currently ENP is planned to be a
separate protocol that "just happens" to resemble HTTP a lot :).  I (and
I assume Surendra and the other ENP-interested parties) would like to
see this work coordinated.
