    Advice and instructions should be provided to enable working group members
    to use ETA effectively as a means of creating, tracking and resolving
    issues. Policies and procedures regarding password authentication and
    access to the Web Content Guidelines forum also need to be clarified.
    Moreover, it may be desirable to create a separate forum for the
    techniques document, as a sub-forum of Content Guidelines (the merits of
    doing so ought to be explored).
