Subject: Looking for reference to a Bellcore study...

I heard about a study by someone at Bellcore a year ago finding that half the
time the latency in retrieving a web page is due to the server or DNS delay,
and not the data transport.  I
couldn't find the report on Bellcore's web pages.  

Does anyone know who did that study?, or where the work appeared?
