This is a known issue, see

Also, be advised that using  DTD validation against a CCXML document
can be pointless if the document uses the <metadata> tag with child 
tags. DTD validation requires
the possible XML tags to be named in the DTD, whereas CCXML allows "any 
XML tag
under the sun" to be a child of <metadata>.
