April CCXML 7_3: maxtime unlimited value in dialog.transfer

Hello www-voice,

In 7_3.txml, assetion 420, a maxtime property of the dialog.transfer 
event is tested. According to the specification, 7.3.5, timeout is:

"A string in CSS2 format that specifies the maximum amount of time the 
transfer may stay connected. If the amount of time is unlimited the 
value must be 0s."

According to CSS2, zero time can be represented as 0s or as 0ms. 
Therefore we recommend to allow both these values to represent unlimited 
time - both in the specification and in the test. It can be useful e.g. 
in situations where the time is computed by a function that works with ms.
