April CCXML: wrong assumption in 7_1, assertion 463, 467

Hello www-voice,

In 7_1.txml, assertions 463 and 467 assume that <dialogprepare> results
in error.dialog.notprepared if the referenced vxml document doesn't exist.

However, the Specification states: "the CCXML implementation MUST as a
minimum, note the values provided in the <dialogprepare> attributes,
..." which means that it is not required to load the document during
<dialogprepare>.

Therefore these assertions may fail although the features are supported.
On the other hand, I understand that it is hard to test these assertions
without the assumption.

Thanks,
Petr
