transfer element

Hi all,

I hv problem regarding the transfer tag.In my case i want to make a call
from application side to client.

eg.
       For send a voice mail

In that case from application side i hv to send vxml code to the
interpreter.

In that case can we use Transfer tag for out dial call and will it break the
standerd.

And other thing is there any standard way to build custom tags
