Regarding modal nature of <transfer>

Hi,
 
Is the "modal" nature of transfer applicable to all types of transfer -
bridge, blind and consultation?
 
Depending on the type of transfer, the caller, (through a matching user
input)  has the capability to cancel the transfer either before the outgoing
call begings or before it gets connected or even after it gets connected.
In VoiceXML 2.0 specification, the modal nature of transfer is mentioned
only in section 2.3.7.2.1 under bridge transfer.
 
Could someone please clarify whether this behavior is applicable for all
types of <transfer>?
