[SCXML] Rejected: make "final" an attribute

We have provisionally decided to reject the following change request.  We think that <final> has a sufficiently distinct semantics that it deserves its own tag, separate from <state>.  In particular, <final> may not contain transitions or substates.  By making it a separate tag, we can capture this difference in the schema.
