speech grammar namespace document gives misleading change policy

At http://www.w3.org/2001/06/grammar , I see:

  Note. This namespace may change without notice.

when in fact, I think changes to that namespace have to
go thru W3C process, which involves several kinds of notice.

See also the W3C namespace policy (http://www.w3.org/1999/10/nsuri ) which
says that namespaces corresponding to RECs have to be stable.
