Dear Voice Browser Working Group,

  http://www.w3.org/TR/2005/CR-voicexml21-20050613/ defines the RFC 2119
keywords in the SotD section. These should be in a normative part of the
document, e.g. in a "Terminology" section as in XML 1.0.
