necessity of the <token> tag from Bernd Kiefer on 2003-03-04 (www-voice@w3.org from January to March 2003)

I just wondered why there is the <token> tag in the SRGS specification.
Where is the difference to include PCDATA in <item> .. </item>?

Can somebody explain that?
