We have just been talking about this in the working group. The current 
spec does not allow or disallow this and it would be up to the platform 
to decide what would happen if you started a dialog before you accepted 
a call. Because this is a feature that is not always available in all 
telephony environments it's not something that can be required on all 
systems. A future draft of the spec may have a more definitive answer 
on this.

CONNECTION_DISCONNECTED

You would get a CONNECTION_DISCONNECTED event for the caller and any 
dialogs that were started would cause a error.dialog.wrongstate event.
