Updated Voice Browser briefing package and charter

Following feedback from a number of you, I have updated the
draft briefing package and charter. The W3C management team
will be reviewing this next Wednesday and if approved the
drafts will then be posted to the W3C membership. The URLs
are the same as before:

The changes involve:

 - added a motivatory paragraph on the application of voice
   browsers for call centers, and the use of DTMF alongside
   spoken commands

 - removed the reference to the IPA

 - added references to the DARPA Communicator program,
   the ECTF and the Sable Consortium in the section of
   coordination with external groups.

Please send me your comments as soon as possible so that they
can be folded into the final version.
