malformed comment report

I added  correct comment tags, <!-- /comment/ -->, to a section of an 
existing document, which unfortunately contained double hyphens: -- (nb 
no <! or >)

The validator complained, until I took out one of the hyphens.

It needs to look for the whole tag!
